Bil Senedd Cymru (Rhestrau Ymgeiswyr Etholiadol)| Senedd Cymru (Electoral Candidate Lists) Bill

Ymateb gan Jon Wooller | Evidence from Jon Wooller

What are your views on the general principles of the Bill and the need for legislation to deliver the Welsh Government’s stated policy objective (to make the Senedd a more effective legislature by ensuring it is broadly representative of the gender make-up of the population)?

I think it is quite ridiculous.  People should be voted on by merit and not to fill a quota.  You are going to water down even further the quality of welsh government.

What are your views on the system of enforcement and potential sanctions for non-compliance proposed in the Bill?

I do not believe it is right or correct to be able to determine the conduct of any parties internal workings.  As the dominant party in government I see it very much as a political tool against your enemies.

Are there any potential barriers to the implementation of the Bill’s provisions? If so, what are they, and are they adequately taken into account in the Bill and the accompanying Explanatory Memorandum and Regulatory Impact Assessment?

It is a nonsense idea for a bill.  It should be removed.

Are any unintended consequences likely to arise from the Bill?

Poorer government in Wales.  Missing talent due to quota over quality by using the wrong basis for selection.

What are your views on the Welsh Government’s assessment of the financial and other impacts of the Bill?

I don't think you actually care a damn about the costs.  20mph blanket road changes, costing billions to Welsh economy, farmers funding costing 5,500 jobs and Welsh competitiveness.  The Welsh government has a long track record of spending 'other peoples money' and not listening.

What are your views on the balance between the information contained on the face of the Bill and what is left to subordinate legislation? Are the powers for Welsh Ministers to make subordinate legislation appropriate?

I find the ability of government to interfere with a parties picking and choosing their representatives as abhorrent to democracy and my ability to vote for an appropriate candidate.

Do you have any views on matters relating to the legislative competence of the Senedd including compatibility with the European Convention on Human Rights?

No

Do you have any views on matters related to the quality of the legislation, or to the constitutional or other implications of the Bill?

No

Are there any other issues that you would like to raise about the Bill and the accompanying Explanatory Memorandum or any related matters?

No

Anything else?

Given the 20mph legislation and your completely ignoring public opinion I have no idea why you are bothering wasting everybody's time on a consultation that will sit on a shelf whilst you legislate this bill anyway.
